The Center for Health and Learning (CHL) is a non-profit organization dedicated to creating prevention prepared communities in Vermont, by developing and implementing statewide youth suicide and substance abuse prevention and early intervention strategies, through public/private collaboration. CHL has adopted the following goals for the 2011 State/Tribal Youth Suicide Prevention Grant: 1) Continue to build sustainable infrastructure in Vermont around youth suicide prevention and substance abuse prevention through collaboration across a broad spectrum of individuals, agencies, institutions, and groups that have not previously been involved, to ensure that suicide prevention efforts in Vermont are comprehensive. 2) Continue to increase awareness that youth suicide is a public health problem that is preventable, and reduce the stigma associated with being a consumer of mental health, substance abuse and suicide prevention services. 3) Implement effective evidence-based youth suicide prevention and early intervention programs and strategies in schools, communities and Vermont institutions of higher education in order to prevent suicide among Vermont youth and young adults. To achieve these goals, CHL and its partners will implement strategies/activities including: expanding the Vermont Suicide Prevention Coalition by formalizing involvement of missing organizations and agencies; establishing a diverse Youth Advisory Group; increasing the statewide cadre of trainers from a variety of agencies and professions qualified to lead all aspects of suicide prevention; developing cross-agency collaboration in which suicide prevention and substance abuse prevention are linked; implementing a public awareness campaign; implementing a comprehensive school suicide prevention program, based on the Lifelines Program including: administrative protocols, building connections with Mental Health/Crisis, Gatekeeper training, education/awareness for all school staff and parents.

The project will offer effective outreach and early intervention services to 850 adults (18-34) who show early signs of mental illness or who are at risk for mental illness (SAMHSA Strategic Initiative # 1). In partnership with consumers, consumer-run organizations, and the communities, the state will develop a workforce of credentialed Peer Specialists trained in two evidence based interventions: Illness Management and Recovery (IMR) and Supported Employment (SE). Peer Specialists will engage consumers in community settings; help them connect with community services, particularly employment; and assist them in building skills to support a successful life in the community. This transformation will utilize existing interagency planning structures at the state and local levels with experience in implementing system change. These interagency planning structures will be expanded to include representation of consumers from the population of focus as well as consumer, family member and veteran advocacy groups. Four communities, which represent a diverse urban center, a small town, and two rural areas, will demonstrate how IMR and SE can be implemented by Certified Peer Specialists in partnership with community mental health, substance abuse, employment and other community resources.

"The Vermont Statewide Family and Consumer Leadership Project" will continue to work with our target population of Vermont families of children, youth and young adults in transition with or at risk of serious emotional disturbance to empower them to become agents of transformation for themselves, and for the System of Care. This transformation will be family driven and youth guided in the implementation, sustainability, and improvement of effective mental health and substance abuse prevention and treatment services for children, youth, young adults in transition and their families.

The purpose of Vermont's Project LAUNCH is to pilot in Chittenden County (the State's most populous and diverse area) a strength-based, family-centered, culturally competent community system for promoting young child wellness in all developmental domains for adoption in other regions later. This project will serve a minimum of 2,840 unduplicated children aged pre-natal through 8 and their families over the grant period (approximately 660 per year after start-up).

The Essex CHIPS coalition services Essex, Essex Junction, and Westford, VT, an urban area with a population of 21,878.

The goals of the Coalition are: (1) establish and strengthen collaboration among Essex CHIPS' partner organizations in support of the community's effort to prevent and reduce substance abuse among youth; and (2) reduce substance abuse among youth in Essex, Essex Junction, and Westford, VT, and, over time, reduce substance abuse among adults by addressing the issues in our community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

The Coalition will achieve its goals by implementing these strategies:

(1) Environmental strategies designed to change local perceptions about youth alcohol and marijuana use.
(2) An extensive, adventure-based orientation program for incoming 9th grade students that focuses on building skills and connecting youth with positive peers and activities.
(3) Parent dialogue nights encouraging open discussion about current issues facing youth.

The goals of the Coalition are: (1) establish and strengthen collaboration among Burlington Partnership for a Healthy Community's partner organizations in support of the community's effort to prevent and reduce substance abuse among youth; and (2) reduce substance abuse among youth in Burlington, VT, and, over time, reduce substance abuse among adults by addressing the issues in our community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

The Coalition will achieve its goals by implementing these strategies:

(1) Increase enforcement of underage drinking.
(2) Increase community awareness of consequences of underage drinking and changing social norms related to high risk drinking behavior.
(3) Increase the resources for community members to dispose of unused or expired prescription medications and increase the percentage of people who use these resources.

The Deerfield Valley Community Partnership (DVCP) is committed to implementing strategies to prevent and reduce alcohol use among youth in the rural communities of Wilmington, Whitingham, Halifax, Stamford, Dover and Readsboro, Vermont. DVCP has adopted the following objective for the Sober Truth on Preventing Underage Drinking Act Grant: Increase in youth involvement in the coalition; increase in youth knowledge of the Strategic Prevention Framework; increase in retailer and server knowledge and implementation of best practices for decreasing youth access to alcohol; increase in parent involvement in decreasing youth access to alcohol; increase in collaboration with law enforcement. The coalition will implement strategies including education, policy and environmental change, information dissemination, and community mobilization. Activities will include addressing youth access to alcohol through collaboration with parents and law enforcement; implementation of false identification recognition trainings for retail clerks and servers; expansion of the "Be the Wall" Social Norms Campaign; and training youth in the Strategic Prevention Framework process.

The State of Vermont Court Administrator's Office, in collaboration with the Chittenden County District Court, the Howard Center (substance abuse/mental health agency), and the Turning Point Recovery Center is requesting Joint Adult Drug Court Grant Program funds for the Chittenden County Treatment Court Enhancement Project. The Chittenden County Treatment Court Enhancement Project (CCTCEP) will enhance the quality of the treatment court model through the systematic use of evidence based recovery coaches and recovery groups in addition to mental health peer support workers who will help participants address their long-term recovery and community integration; address parenting needs, analyze the referrals of ethnically diverse populations, improve data collection; and improve linkages between and among area organizations, treatment providers, and the recovery community. The population to be served is adults who have behavioral health issues, including substance abuse, mental health and co-occurring disorders. The project will allow for expanding the number of unduplicated clients that will be able to participate in drug court. Also, they will receive enhanced services, which will include the use of evidence-based recovery groups and recovery coaches in addition to community support workers (in cases where there is significant mental illness) who will help participants address their long-term recovery and community integration needs.
