The Active Coalition That Influences Outcomes in this Neighborhood (ACTION): Sober Truth on Preventing Underage Drinking Project will serve northwest Detroit, prioritizing the 48219 zip code. With funding from the STOP Act Grant, ACTION will reduce and prevent underage drinking serving the population of youth and young adults ages 12-20 in this area using the Communities That Care and Alcohol Literacy Challenge evidence-based models. According to the 2015 American Communities Survey, 91% of the population in this zip code is African American, and children under 19 comprise 27% of the community’s residents. This zip code is an economically disadvantaged area, with approximately 35% or residents living below poverty, which far exceeds the rates of Michigan (16.9%) and the U.S. (15.6%) according to the US Census Bureau. According to a 2017 needs assessment conducted by the University of Michigan School of Social Work, 48219 has 34 marijuana dispensaries, 57 licensed places to buy alcohol, and only 15 parks. According to the 2017-18 State of Michigan MiPHY results, 17% of Wayne County high school students currently drink alcohol (past 30 days), and the CDC Youth Risk Behavior Survey 2017 results show that 18% of Detroit high school students currently use alcohol. ACTION will implement the evidence-based Communities That Care model to coordinate with local organizations, conduct a needs assessment, create a community profile, create an action plan, and implement and evaluate programs. In conjunction with the CTC model, ACTION will partner with Detroit’s 8th Police Precinct to ensure 30 compliance checks / Cops in Shops check-ins are completed annually throughout the various liquor vendors in 48219. ACTION will host a train-the-trainer opportunity for local organizations to develop competency in the evidence-based Alcohol Literacy Challenge, which has been proven to reduce alcohol consumption among youth and was ranked as effective by the National Registry of Evidence Based Programs and Practices. Additionally, ACTION will implement Communities Talk town halls and will conduct social media and other media marketing to raise awareness of the legal consequences that accompany underage drinking and violating Social Host ordinances. Lastly, ACTION will implement a Geofencing strategy, partnering with Go Media to send prevention education messages via bluetooth to individuals who enter or approach local liquor vendors upon their visit and for 30 days afterward. ACTION's goal is to prevent and reduce alcohol use among individuals aged 12-20 in the 48219 zip code in Detroit by implementing evidence-based strategies to reduce high-risk behaviors and social norms that may contribute to underage drinking. ACTION’s objectives include: 1) By the end of Year 3, increase 55% of Trainees’ scores on the Alcohol Literacy Challenge post-tests, as demonstrated by pre- and post-tests offered at the Train-the-trainer events; by the end of year 4, 80% of trainees will commit to implementing the Alcohol Literacy Challenge at their community setting. 2) By the start of Year 2, create a Community Action Plan targeting reducing underage drinking, based on results from the Communities That Care needs assessment and community profile. 3) By the end of Year 3, increase each sector of the coalition by 1 new member so that each Coalition sector has at least 2 representatives, and recruit 10 new Youth members to the Youth Advisory Council (the Pride Club), as demonstrated by Coalition Involvement Agreements. 4) By the end of Year 4, reduce the self-reported 30-day alcohol use rate by 4% in Detroit Service Learning Academy and Old Redford Academy, as demonstrated by the Communities That Care Youth Survey. ACTION will serve 400 unduplicated persons annually and a total of 2,000 individuals throughout the length of the project.

The Carlsbad Community Anti-Drug and Gang Coalition’s proposed activities for the Carlsbad Youth Sober Truth will expand evidence-based prevention initiatives to prevent and reduce alcohol use among youth ages 12-20. A youth council will lead community education and media messages for their peers as well as parents and other adults in the community. Evidence-based curriculum will be implemented with sixth grade students to establish positive norms and personal commitments to avoid risky behaviors (including substance use), promote bonding to the school and peer group, and build positive parent/adult connections. Our goal is to mobilize community efforts to reduce substance abuse and gang activity among youth, and adults over time, in the City of Carlsbad and South Eddy County. We work together to promote a healthy, safe community and target risk factors that lead to substance abuse. • Goal 1: Reduce current drinking and binge drinking among middle and high school youth in Eddy County. • Goal 2: Delay onset of alcohol initiation of youth reported drinking before the age of 13 in Eddy County. • Objective 1: Increase knowledge of the dangers of alcohol on the developing brain among Eddy County youth and parents by 2% in Eddy County by June 30, 2020. (Increase by 6% by June 30, 2023) • Objective 2: Decrease social access of alcohol among youth in Eddy County, by parents, adults and parties by 2% by June 30, 2020. (Decrease by 6% by June 30, 2023) The Carlsbad Youth Sober Truth will be carried out in Eddy County and is estimated to reach 250 youth annually (1,000 over the four years) through presentations, life skills curriculum, and education sessions, and 300 parents annually (1,200 over the four years) through presentations and education sessions. Media messages and campaigns are expected to reach 100,000 people annually to raise awareness of the costs and consequences of underage drinking. In addition to the goals listed above, this project will address the following: • Enhance intergovernmental cooperation on the issue of underage drinking; • Increase citizen participation and commitment to reduce alcohol use among youth; • Disseminate timely information to the community regarding substance use data, emerging trends, and current initiatives to address those needs; and • Conduct Town halls to gain feedback from community members on underage drinking.

The goal of this proposed project is to strengthen collaboration by enhancing and expanding the current efforts of the Chisholm Youth Family and Community Partnership and its Action Committees to implement evidence-based strategies, policies, practices, and programs that will prevent and reduce underage drinking and high risk/binge drinking among youth 12-20 in Chisholm Minnesota.

The Monroe County CARES Coalition, through its fiscal agent the Monroe County Health Department, is proud to announce that they are recipients of the Sober Truth on Preventing Underage Drinking Act (STOP Act) grant program. The Coalition will receive 50,000 annually over four years to support infrastructure development throughout Monroe County to prevent and reduce alcohol use among rural youth ages 12-20. This Underage Drinking Infrastructure Development Project has integrated the STOP Act program’s strategies into the vision and mission of the Monroe County CARES Coalition. With this funding, the Coalition aims to 1) Work to increase its capacity to reduce high-risk drinking behaviors among students that may lead to negative consequences, 2) Decrease youth alcohol use in the community by implementing evidence-based programs and strategies within Monroe County that address behaviors that may lead to the initiation of use, and 3) Reduce youth access to alcohol in Monroe and surrounding counties. Some of the key activities/interventions the Coalition will use to reach these goals are: • Law enforcement leaders will renew their commitment to working to prevent underage drinking in Monroe County with a signing of a memorandum of understanding in partnership with the coalition. • Host annual Town Hall meetings to gain feedback on underage drinking issues in the community and utilize this feedback to implement change. • Implement media campaigns to raise community awareness about underage drinking. • Implement evidence-based curricula including Sources of Strength, Guiding Good Choices and the Meals and Memories program • Utilize SBIRT screening tools during athletic and 6th grade physicals • Strengthen alcohol policy within the Monroe County School District • Implement sobriety checkpoints during known high-risk drinking times • Conduct alcohol compliance checks in surrounding counties increase retailer compliance with prohibitions on alcohol sales to minors • Host annual Law Enforcement Recognition Ceremony to honor their efforts to curb underage drinking • Start a Neighborhood Watch Program to stimulate neighborhood awareness and reduce the incidence of underage drinking. • Work to raise community awareness and increase enforcement of our county’s existing Social Host Ordinance. The unduplicated number of individuals we propose to serve annually is 2,000 and 8,000 over the entire project with grant funds.

The New Jersey Hunterdon County Safe Communities Coalition (HCSC) has strong community development history and collaborative ties to its community sectors and relationships in reducing youth substance use. The proposed initiative STOP THINK will meet the goals and objectives of the STOP Act program to prevent and reduce alcohol use among youth and young adults ages 12-20 through policy change that will permanently infuse important alcohol awareness education into systems reaching teens and their parents through identified selected, indicated and universal populations. The population(s) of focus will be youth ages 12-20 who have indicated risk factors of alcohol use. These risk factors include sub-populations of teens identified with alcohol use in high school random drug testing, juvenile probation, and NJ law enforcement diversion program. Additionally, we will be working with the community to reduce community norms, partner with the county prosecutor to strengthen enforcement of underage drinking and address penalties, and work with parents/ caregivers to reduce access of alcohol within the home. Under the STOP Act Grant our goal will be to reduce 30- day alcohol use among youth and young adults ages 12-20 by 6/29/20 through policy changes of the STOP & THINK initiative. Objective 1: Increase the number of private property municipal ordinances addressing underage drinking by 25% as measured by ordinance enactment by 6/29/20. Objective 2: Update the state diversion program to include juvenile diversion legislation of underage drinking for ages 18-20 as measured by legislative enactment by 6/29/20. Objective 3: Change juvenile probation and diversion policies to include mandated alcohol education for youth and their parents/guardians as measured by policy change enactment by 6/29/20. Goal 2: To decrease community tolerance and social acceptability of underage drinking by 6/29/20 through the STOP & THINK initiative. Objective 1: To increase adult awareness by 25% of the short and long-term harmful effects of youth alcohol use through prevention education / health marketing campaign in collaboration with the county Partnership for Health Action team as measured by pre/posttest surveys at point of service by 6/29/20. Objective 2: To increase the number of alcohol-free zones at community events by 20% as measured by the number of county temporary liquor license applications from prior year by 6/29/20. Goal 3: Implement the STOP & THINK educational program to prevent alcohol use among youth and young adults ages 12-20 from 6/30/19-6/29/20. Objective 1: Provide relevant alcohol education in order to affect behavior change for 800 youth and young adults ages 12-20 by 6/29/20 as measured by sign in sheets. Objective 2: Increase decision making skills by 25% for 800 youth and young adults ages 12-20 by 6/29/20 as measured by pre/post surveys.

Hancock County Community Coalition seeks to provide prevention education regarding underage drinking to at least 4,500 students in grades 6-12 in Hancock County, Mississippi over the next four years. HCCC will collaborate with local law enforcement, school districts and youth-serving organizations to decrease underage drinking and change parental attitudes by engaging youth in creating community-wide change. Through intergovernmental cooperation and coordination, facilitated by the Hancock Community Coalition, increase retailer and beverage service compliance demonstrated by (1) increasing compliance checks by five each quarter, (2) the implementation of ID Scanner Applications, and (3) a 5% increase in compliance from the baseline measurement. Through educational activities and positive social norming, HCCC seeks to decrease Past 30-Day Use for Sophomores and Seniors by 5% by the 2021. According to teens, 15-17% of parents in Hancock County do not perceive underage drinking as wrong. Sophomores report that 15% of their parents believe underage drinking is wrong or very wrong. This is 17% for Senior parents. Through this STOP program, HCCC seeks to increase the number of parents that talk to their kids and indicate that they believe it is wrong. HCCC has set a goal that teens report that 90% of their parents believe drinking is wrong or very wrong by 2021. Strategies to create change include: • Providing information • Enhancing Skills • Providing Support • Changing Access to Alcohol • Change Consequences • Change Physical Design • Modify/change policies Core Measure Data is collected annually in January from students in grades 6-12 to evaluate effectiveness of strategies and impact of change.

WellSpring Community Network, based out of Long Beach, Washington is applying for STOP Act funds to reduce underage alcohol use. The population of focus is youth aged 10-20 years old in the catchment area. For universal strategies included in our plan, all youth within the identified age range will be served while targeted interventions will serve youth with specific risk factors. The geographic catchment area includes the small communities of Chinook, Ilwaco, Long Beach, and Ocean Park, Washington, which collectively make up the 28 mile-long, 3-mile-wide Long Beach peninsula. The goals of the project include: Prevent alcohol use among students at OBSD. Measured by: 30-day use at 6th, 8th, 10th, and 12th grades. Reduce by 10 % across all grade levels, baseline: 5%, 9%, 23%, and 26% of 6th, 8th, 10th, and 12th graders, and increase average age of initiation from age 14 to age 15 by end of grant, reduce alcohol abuse among 10th and 12th graders at OBSD by 15% as measured by rates of binge drinking within past two weeks (baseline: 9% for 10th and 17% for 12th), improve community collaboration to better respond to underage alcohol use. Our objectives include: By March 2023, increase opportunities for prosocial involvement among OBSD 8th graders from 65% to 75%, by June 2023, decrease social/retail access to alcohol from 53% to 45% (measured by % of high schoolers responding that alcohol is “easy” or “very easy” to get on HYS), increase perception of risk of harm from underage alcohol use among OBSD 8th and 10th grade students by 20% (current baseline is 45% for 8th graders and 44% for 10th graders). By June 2023, increase perception of OBSD 10th graders that alcohol rules/laws are enforced in school and community (increase from 28% to 40%). By June 2023, increase perception of OBSD 10th graders that alcohol rules/laws are enforced in school and community (increase from 28% to 40%), By 2023, increase perception of peer disapproval of underage alcohol use among 12th graders from 32% to 41% and Solicit feedback from at least 75 parents, youth, and other community partners per year regarding the work of the coalition and use feedback to inform and update coalition action plan.

The Gandara Center led, Stop Access Drug Free Communities Coalition, is an established community-based youth alcohol and substance use prevention coalition with broad cross-sector representation, and proven capacity to effect community-level change in the majority/minority city of Springfield, MA. The Coalition works to prevent and reduce youth alcohol use through strategies and initiatives designed to affect environmental, policy, and behavioral changes. The target population is an expansion of current DFC services, and includes youth between the ages of 12-20 years old within 3 new target neighborhood of Bay, McKnight, and Pine Point in Springfield, MA. Springfield, the state’s 3rd largest city, is located in Hampden County, Western MA. Youth within these neighborhoods have the highest 30-day PNAS measured alcohol use among Springfield neighborhoods, and is twice as high as current DFC focused neighborhood. The Springfield Public Schools district serves a diverse, high risk population of 25,297 youth & families comprised of 81% Hispanic identified youth, 17% African American, 77% of youth who are Economically Disadvantaged, 27% youth with English as not their 1st language, and 82% defined as High Need, and high rates of depression among Latino, Asian and LGBTQ youth. Interventions: All activities under this funding request will be implemented by the Stop Access Coalition supported by a Project Director and Coordinator. The Coalition will leverage existing momentum to expand member recruitment; plan/facilitate town halls; provide parent/guardian trainings; pilot EBP trainings in Motivational Interviewing to support screening & interventions; and reduce underage youth access to alcohol through retailer surveys and cashier training. Goals & Objectives: 1)increase & strengthen community collaboration to reduce youth alcohol use within new target neighborhoods by: recruiting new coalition membership, facilitate town hall meetings to solicit local qualitative data for annual action planning; strengthen participation in PNAS and enhanced information dissemination efforts. 2) reduce alcohol use among youth in target communities by reducing retail access by: providing underage sale training to cashiers, conducting Alcohol purchase surveys (compliance monitoring) 3) increase the number of parents/guardians who report it is wrong/very wrong for youth to use alcohol by providing trainings and dialogue resources to parents. 4) Provide pilot training to School capacity to apply MI EBP to identify/support youth who are contemplating or experimenting with alcohol use as identified during oral administration of SBIRT & increasing youth readiness for support. Numbers served: Years 1 & 3: Outreach/Education/information dissemination: 3,150 (Youth PYD health awareness events, community events & presentations) Training/Direct service: 110 (Parents, retailers, school staff). Years 2 & 4: Outreach/Education/information dissemination: 6,150 (PNAS, Youth PYD health awareness events, community events & presentations) Training/ Direct service: 110 (Parents, retailers, school staff). TOTAL 4 yrs. Outreach/ Education/information:18,600 individuals; Training/ Direct service: 440 individuals.

The Youth Drug Free Coalition is a DFC funded coalition that is housed in Teen Health Connection, a medical and mental healthcare practice that serves teens. The Youth Drug Free Coalition targets underage drinking and prescription drug misuse in Charlotte, North Carolina. Though the coalition currently has an ambitious strategic plan for addressing youth substance use, an award from the STOP Act Grant will allow the Youth Drug Free Coalition to target and serve more youth and parents with prevention messaging and to increase capacity of the coalition to have a larger community impact. The Youth Drug Free Coalition Underage Drinking Prevention Project will target youth and families of the Central Learning Community of Charlotte-Mecklenburg Schools. Specifically the project will target 6th-12th grade students in 8 middle and high schools belonging to the Central Learning Community (approximately 11,086 students.) The goals for this project are to 1. increase community collaboration and 2. reduce youth substance use, particularly underage drinking. The objective for the first goal is to increase membership by 10% among community leaders and members from June 30, 2019 to June 29, 2023. For the second goal some of the objectives include: 1. reduce the percentage of local high school youth who report 30-day use of alcohol by 3% from 2017 baseline (25.2%) by June 2023, 2. reduce reported access to alcohol from home and from parents among high school students by 3% from 2018 baseline (35.7%) by June 2023, 3. promote changes in policy around high school students with underage drinking infractions between June 2019 and June 2023, and 4. reduce youth access as evidence by a 5% decrease in the current failure rate of alcohol purchase studies by June 2022. The main strategies for the underage drinking prevention project include hosting a sticker shock campaign, hosting Town Hall meetings for parents and community members, conducting alcohol purchase studies and facilitating vendor education and implementing a social norms campaign. The coalition will also host a comprehensive multi-media campaign as one of the strategies to reduce the number of youth drinking underage. The number of people served for this project will vary each year. For year one the number of unduplicated people served will be 2,674. For year two the number of unduplicated people served by this project is 2,658. For the third year of the funding the coalition will serve 2,654 people and for the final year of the grant funding the coalition will serve 2,658. The total people served for the project will be 10,644.

The overarching goal of this project is to reduce the rates of alcohol-impaired driving and riding with an alcohol-impaired driver among underage youth in the Quaboag Hills region, of Western and Central Massachusetts. Progress toward this goal will be measured by every-two year anonymous surveys of high school students in 6 school districts and data from local law enforcement about rates of underage drinking driving violations and/or incidents. The following objectives will significantly contribute to reaching the overall project goal: • Objective 1: By the end of the 4-year project period, September 30, 2023, increase by 5% the rates of the perception of harm; perception of parental disapproval; perception of peer disapproval of youth alcohol use; and percentage of students who have had conversations with parents about the risk of alcohol use among 10th and 12th grade high school students as measured by results of the Prevention Needs Assessment Surveys (PNAS) and qualitative data derived from key informant interviews and focus groups with youth, parents and local law enforcement officials. • Objective 2: By the end of the 4-year project period, September 30, 2023, decrease by 5% the percentage of students who say that have used alcohol while in a car at least once in the past 30 days • Objective 3: By the end of the 4-year project, September 30, 2023, increase by 5% the rates of parental disapproval of teen drinking and driving; parental disapproval of teen riding with a drinking driver; and the rate of parent-teen communications about the risks of youth alcohol use and driving as measured by an online parent survey administered every 2 years in tandem with youth PNAS surveying. • Objective 4: By the end of the 4-year project, September 30, 2023, 90% of students enrolled in local driving schools will have a written parent-teen agreement to support mutual enforcement of rules set by the state and by families. This agreement will assist parents and underage youth to better understand the rules of the road and sends a clear message that driving is an earned privilege that families and communities take seriously.

IMPACT Waxahachie seeks support for increasing its involvement with youth by supporting Social Norms Campaigns at three high schools in three different school districts within Ellis County. Milford, Avalon, and Ennis High School administrations have each requested the support necessary to begin this peer to peer campaign with student leaders and influencers on their high school campuses. IMPACT Waxahachie is delighted for this opportunity to support its community partners by implementing a data driven strategy that has been proven to reduce substance abuse by empowering youth to make healthy decisions through positive messaging in order to change behaviors to create healthier communities.

The population of Allegan County is 116,447 people. The focus for this project is youth ages 12-20 and our geographic catchment area is all of Allegan County, Michigan. Our existing relationships with the public-school districts will allow us to directly reach serve youth in the following school systems: Allegan, Fennville, Hopkins, Martin, Otsego, Plainwell, Saugatuck, Wayland as well as the Gun Lake Tribe Youth. Community based and environmental strategies will be implemented county-wide. Proposed STOP ACT funds will enable our community to hone in on underage drinking in a more specific and comprehensive way, through the formation of an underage drinking subcommittee of ASAP. Having the right people at the table who are meeting regularly and working on specific strategies around youth alcohol use, will put our community in an enhanced ability to respond.

ASAP of Anderson will utilize its knowledge gained as a successful Drug-Free Communities Support Program coalition to implement data-driven environmental strategies to change community norms of acceptability of underage alcohol use through addressing the root causes of social availability and community norms and the local conditions: 1) youth get alcohol from near-peers, including friends in college and older siblings, 2) youth get alcohol from friends at parties in homes on the weekends when no adults are present, 3) youth pregame together before and after school events (athletic events, dances, prom), 4) free moonshine tastings are prevalent at community family events, 5) parents host parties for their adult friends and do not notice when youth are also drinking, 6) youth are allowed to drink with friends at home as a harm reduction technique (so they do not drive), 7) beer is sold at family-oriented community festivals. ASAP serves the population of Anderson County, Tennessee and the 75,129 residents who reside within our county, of which, 51.7% are female. Racial diversity includes 91.9% Caucasian, 4% Black, and 1% Asian, Hispanic, and Alaskan native.

This project will focus on all Middletown youth, ages 9-20; however, there are two special subpopulations of students which will be targeted. Student athletes and military students are subpopulations of focus due to their high risk. The problem the coalition will address is underage drinking, focusing on root causes of social availability, community norms, and favorable parent attitudes. Local conditions will include a variety of factors and behaviors identified locally.

This project is top serve the School District of Evansville, Wi with an emphasis on the LGBTQ+ population. Goals and objectives to include: Goal 1: Increase the capacity of the Evansville Community to implement substance abuse prevention initiatives targeted to the LGBTQ+ youth community. Objective 1: By September 2023, increase the capacity of the Evansville Community to implement prevention activities targeted to LGBTQ+ youth as measured by a 10% increase in the number of stakeholders reporting they feel capable of engaging in the work of LGBTQ+ substance abuse prevention in the annual coalition survey. Objective 2: By September 2023, 200 community members will have attended LGBTQ+ specific trainings, as measured by attendance logs and recorded in evaluation database. Objective 3: By September 2022, increase the capacity of the Evansville School District to implement prevention activities as measured by 100 school staff attending LGBTQ+ specific trainings as measured by attendance logs and recorded in evaluation database. Goal 2: Decrease LGBTQ+ youth substance use in Evansville by implementing evidence based initiatives that address behaviors and risk factors that may lead to the initiation of use. Objective 1: By September 2023 reduce Evansville LGBTQ+ youth reporting 30-day alcohol use by 5% as measured by WI Youth Risk Behavior Survey (YRBS). Objective 2: Annually, from September 2019 - September 2023, 10 LGBTQ+ related events or activities (ex: book readings, community presentations, family PRIDE events etc.) will be hosted by BASE in the Evansville community as measured by attendance logs and recorded in evaluation database. Objective 3: By September 2023, 50 healthcare professionals will have received resources about providing culturally and linguistically competent programs for LGBTQ+ youth as measured by attendance logs and recorded in evaluation database. 58,304 people served through the lifetime of the grant.

CADY STOPs Harm from Underage Drinking will address our community’s number one health concern: substance misuse among youth. Our project will prevent and reduce alcohol use among 12 to 20 year olds through community-level change strategies by creating innovative ways to limit access to alcohol, change the culture and context within which decisions about substance use are made, and shift the consequences associated with youth substance use. CADY, Inc., a vibrant community prevention coalition, serves the rural Central Region of New Hampshire (NH) comprised of 16 towns with a total population of about 30,000 and home to Plymouth State University. As many as a third of our youth ages 12 to 20 use alcohol and are exposed to its risks and harms. In high-risk pockets of our community, the number of youth who had their first drink before age 13 is 66% higher than NH overall. About a third of our youth perceive alcohol as very easy to access. Binge drinking by youth and college students is a serious public health concern in our region and statewide. Emerging research drives growing concern about a new measure of alcohol use: high-intensity drinking, at levels two or more times binge levels. High intensity drinking has much more dangerous and severe short- and long-term consequences than other patterns, and is especially common in college settings. In recent years, as the opioid problem has reached crisis levels in NH with some of the highest rates nationally, resources and attention have focused on opioids. Critical though this problem is to the health and welfare of our community, our most prevalent substance problem that affects the largest number of our youth and families is still youth alcohol use. We will address community norms regarding youth alcohol use, reduce opportunities for underage drinking by limiting access and creating changes in enforcement efforts, and reduce the prevalence of negative consequences associated with underage drinking. The goals of our project are (1) Reduce opportunities for underage drinking and binge drinking by creating changes in underage and binge drinking perceptions and enforcement efforts; (2) Increase risk-protective community norms through social marketing and positive social norming; and (3) Reduce negative consequences of drinking through empowerment strategies that build resilience and perceptions. Our measurable objectives are to reduce youth alcohol use, decrease their access to alcohol and opportunities for binge and high-intensity drinking, and build youth’s perceptions that drinking and binge drinking is harmful and unacceptable, as measured by Youth Risk Behavior Survey data. CADY STOPs Harm will serve approximately 4,788 youth annually and as many as 7,000 youth over the entire project period.

The Alcohol and Drug Abuse Prevention Team (ADAPT), managed by FAMILYConnections, Inc., will be implementing their College Youth Task Force as a part of their STOP Act Grant project. Through this project, we aim to expand our youth-targeted efforts to include the college population. In addition, we believe this project will help us expand capacity by increasing collaboration with the five college/university campuses in our catchment area. Our intended target audiences for this project include college students between the ages of 17 and 20 years old attending five college/universities in Essex County, NJ (Montclair State University, Caldwell University, Seton Hall University, Rutgers University - Newark, and Essex County Community College); middle and high school students living in the four towns where college/university campuses are located (Montclair, Caldwell, South Orange, and Newark); local businesses in liquor licenses in the four surrounding towns; and police departments and public safety departments at the college/universities and surrounding towns. Through STOP Act funding, ADAPT will implement several new initiatives targeting college-aged students, college/university campuses, and middle/high school students in the select towns of Essex County, NJ. Examples of the new initiatives include: Law Enforcement procedural changes; developing a College Youth Task Force; enacting and enforcing the Private Property Ordinance; Special Events Harm Reduction Strategies; and, proposing procedural changes for landlords of properties near campuses that rent to traditional college-age students. We are proposing to serve 2,000 unduplicated youth in our catchment area on an annual basis, with a total of 10,000 unduplicated youth over the next four years. Our first goal is to decrease rates of 30-day use among underage college students through policy/procedural change efforts affecting ease of access. Our second goal is to strengthen the capacity of the coalition to reduce youth alcohol use through increased engagement of members and partners in environmental strategies.

The Mercer Island Healthy Youth Initiative serves to prevent underage (youth and young adult) substance use, specifically alcohol, marijuana and nicotine/vape using evidence based and environmental prevention strategies employed via the Strategic Prevention Framework. The coalition serves the City of Mercer Island, WA, which is the entirely of the 98040 zip code and has a population of 24,500. Sub-populations of focus include members of the ethnic Chinese and Korean communities and members of the LGBTQ+ community. Despite proven past success as a DFC Coalition lowering underage drinking rates, rates of underage alcohol use, including binge and heavy drinking, remain too high and additional coalition efforts are needed to continue to see reductions. STOP Act funds will allow the coalition to expand and enhance current capacity built with DFC funds to reduce youth and young adult alcohol use. These funds will allow the initiative to increase staffing capacity to expand social norms media work to target past 30-day alcohol use, perception of risk/harm related to alcohol use and perception of parent and peer disapproval of underage alcohol use. Additional capacity will allow for enhanced media flights, increasing policy change efforts to increase enforcement of the local underage drinking ordinance and support capacity building efforts via Town Halls to refresh and update SPF-directed strategic and action plans. Annually, coalition initiatives will serve 16,650 people and an expected 20,100 (unduplicated) over the entire project period. Positive Community Norms® campaigns, town halls forums, radio station marketing and other strategies to provide information will be selectively targeted to subgroups or the entire population. To enhance regional capacity, they will also be shared with regional DFC and STOP Act grantees and Community Prevention and Wellness Initiative Coalitions (state funds/Division of Behavioral Health and Recovery) as well as with the Prevention Technology Transfer Centers (PTTC) to furthering best practice strategies for addressing underage drinking.

Through STOP Act funding, Lee’s Summit CARES (LSC) will design A Community Approach to Address Underage Drinking that provides 15,622 youth ages 12-19, parents, and community members with alcohol prevention strategies in Lee’s Summit, Missouri and the adjacent communities served by Lee’s Summit R7 School District. Enrollment in the District is 51% male; 49% female; 74.8% Caucasian; 12.4% African-American; 6.1% Multiracial; 3.7% Hispanic; 2.6% Asian; and .4% Other. More than one in five students (21.1%) receives free/reduced lunch. Local youth data on risky behaviors confirms the need for intervention, based on 2017 Search Institute data of 30% of LSR7 8th, 10th and 12th graders. Underage alcohol use is the first drug of choice among Lee's Summit teens. Past 30 day use data indicates that 1 in 5 students used alcohol (21.8%), increasing to 1 in 3 among twelfth graders (32.6%). Past 30 day alcohol use is 14.5% in Missouri and 9.2% nationally. Alcohol and drug possession account for 65% of LSR7 school suspension hearings. Underage alcohol and drug possession is the second leading reason for referrals to Lee's Summit Youth Court, accounting for 27% of referrals in 2018. The two main goals of the project are: 1) Increase community collaboration and 2) Reduce youth substance use. Project strategies focus on collaboration and coordination between partners and sectors, increasing community awareness, enhancing youth’s skills to refuse alcohol through education and training, increasing access to services to effect positive behavioral health, increasing parental awareness, and strengthening enforcement of sales to minors through law enforcement-led compliance checks. Measurable objectives that will indicate project success are: 1) Increase coalition membership by 5% by June 2023, measured by coalition reports provided to partners and governments; 2) Decrease 30-day alcohol use among 6-12th graders by 3% by June 2023, measured by Search Institute’s Attitudes and Behavior survey of Missouri youth; and 3) Decrease underage youth obtainment of alcohol through commercial sources by 5% by June 2023, measured by Lee’s Summit Police Department alcohol retailer compliance reports. The project will reach 8,665 students and 5,797 parents. Quarterly Compliance Checks will affect at least 380 servers/clerks. LSC will provide voluntary Responsible Beverage Server Training (RBST) to 720 servers/clerks and diversion RSBT to at least 60 servers/clerks who are cited during Compliance Checks. The total four-year unduplicated number projected is 15,622 individuals. For evaluation, the project will use surveys from Search Institute and Missouri Student Survey; school suspension, youth substance treatment and law enforcement reports; focus groups with youth and adults; and key informant interviews. Data informs program activity, which contributes to long-term outcomes that support youth resilience, reduce youth substance use, and improve health outcomes through equitable access to prevention strategies.

Community project to reduce alcohol use among youth in grades 6 through 12 in the Little Falls Community School District. The area served by the Little Falls Community Schools District has a population of 17,471. Student population in grades 6 through 12 is 1497. Through broad community collaboration for education, town hall meetings, Positive Community Norms media messages, Positive Behavioral Interventions & Support (PBIS) strategies, enforcement, and policy work, the goal is to reduce youth alcohol use, increase perception of harm of youth alcohol use, decrease social access to alcohol for youth, and increase community protective factors for youth.

Abstract: . Casey Youth Coalition, a youth-led, adult-guided group in Liberty, KY, will implement a 4-year project to address cultural change around underage youth alcohol use. The project name is “Changing Youth Attitudes on Alcohol Use”. Casey Youth Coalition will take the lead for planning & implementation with guidance from 2 advisors, Project Director and Coordinator, and Casey County KY ASAP’s volunteer committees on underage drinking and youth support. This project’s goals/objective/activities are a much-needed cultural change & an addition to Casey County’s present DFC Action Plan; & will target 1150 students in grades 6-12 (450 households) and the entire adult population in Casey County, KY. “Cultural Change is necessary to prevent & reduce underage drinking” (Surgeon General’s Call to Action) Demographics/Clinical Characteristics: We are a rural, Appalachian area in south central KY: Casey County. We are 98% white, dry (no alcohol sales), plus an 8th grade student died from alcohol poisoning 2 years ago at a common place,field party. The population is 15,808, 23% under 18, median income is 30,000 (2018 Quickfacts). Historically, Kentuckians make bourbon & moonshine (8 bourbon distilleries within 1.5 hrs travel). All surrounding counties are wet (alcohol sales). 20% of 8th graders, 19% of 10th graders, and 33% of 12th graders think there is ‘no risk or slight risk’ if people drink alcohol every day (1 or 2 drinks). 30% of 12th graders have used alcohol within the past 30-days (2018 KIP School Survey) and this number doubled from 10th (2016 KIP) to 12th grade (2018 KIP). 28% of 12th graders state they drink at parties (5% increase 2016 KIP) Goal One: Decrease youth alcohol us in Casey County by implementing activities/projects within the schools to address social norming & risk/harm issues around underage drinking. Objective 1.a.: By the end of the school year 2020, Casey Youth Coalition (CYC) will complete and market a Photo Voice Project about youth alcohol use to youth in grades 6-12 in Casey County. Obj. 1.b.: By the end of the school year 2021, CYC will have completed & marketed a Social Norming Campaign. Obj. 1.c.: By the end of the school year 2022, CYC will have completed and marketed a risk/harm message campaign for youth alcohol use to grades 6-12. Obj. 1.d: By the end of the school year 2023, CYC will have completed and marketed a video PSA about risk/harms of youth alcohol use to grades 6-12 & adults in the community. Obj. 1.e.: By the end of the school year 2020 (and ongoing), CYC and Casey County KY ASAP Coalition will have completed & marketed a plan to address laws/consequences around youth alcohol use on private property (farm/field parties), partnering with law enforcement to target youth in grades 6-12 and landowners. Strategy/Interventions: 1) To provide information, support & enhance skills of the Coalition, the community, & local/state/federal agencies to increase collaborative efforts to prevent/reduce underage drinking among youth/young adults; 2) Provide information/support to & enhance skills of youth/ adults to reduce/prevent youth alcohol use.
