The coalition will prevent and reduce youth substance use by implementing the following strategies: Execute a coordinated, multi-platform public education campaign tailored to 2 audiences youth and parents/adults; utilize the coalition network of organizations providing direct services to youth and adults in the community, having them disseminate tobacco and marijuana prevention materials developed by the coalition support local efforts to increase tobacco compliance check; collaborate with law enforcement and district judges to increase consequences of tobacco sales to minors; collaborate with local and county officials to reduce tobacco advertising density; collaborate with city and school district officials to alter policies in ways that discourage youth tobacco and marijuana use and/or encourage prevention education; and collaborate with city officials to reduce the number of open abandoned properties where youth are known to gather to use marijuana; and carry out an ongoing strategic communications plan to increase awareness efforts of the coalition.

The Van Buren County SAFE Coalition services Van Buren County, IA, a rural area with a population of 7,676. The goals of the Coalition are: (1) establish and strengthen collaboration among Van Buren County SAFE Coalition's partner organizations in support of the community's effort to prevent and reduce substance abuse among youth; and (2) reduce substance abuse among youth in Van Buren County, IA, and, over time, reduce substance abuse among adults by addressing the issues in our community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse. The Coalition will achieve its goals by implementing these strategies: (1) Work with local alcohol retailers to change the policies, procedures, and layout of stores to reduce underage access to alcohol. (2) Engage parents to develop campaigns against hosting underage parties, for both parents and near peers. (3) Work with elected officials to change policies in Van Buren County related to underage drinking.

Short Title: System of Care Expansion Implementation Cooperative Agreements The Native Family Wellness Partnership represents an unprecedented partnership to focus on a major gap in the provision of culturally competent and comprehensive mental health services and system of care (SOC) for American Indian and Alaska Native (AIAN) children, ages birth to 21, and their families in the San Joaquin Valley, California. The Tule River Indian Tribe, a federally recognized tribal government and reservation established in 1873, and the Fresno American Indian Health Project (FAIHP), an American Indian nonprofit organization that is recognized by the Indian Health Service (IHS) as an Urban Indian Health Program under Title V of the Indian Health Care Improvement Act, PL 94-437 will work together to build an integrated, coordinated, family-driven, youth-guided system of care that spans the urban areas and tribal territories in the surrounding communities of the Valley. This project is expected to serve at least 30 families during the first year of the project as services ramp up and a solid foundation is set. The goal is to increase service enrollment by at least 10% each year as the project is brought to scale. Outreach, social media, cultural, and prevention activities will reach at least 350 additional individuals each year to improve access to mental health care.
