CMHS GPRA Modernization Act Data Collection Tools

Center for Mental Health Services (CMHS) grantees must comply with the Government Performance Results and Modernization Act (GPRA) of 2010. The data recipients collect allows SAMHSA to monitor and manage program implementation, and report on key outcome measures. Performance data are used to show how programs reduce disparities in behavioral health access, increase client retention, expand service use, and improve outcomes. SAMHSA reports CMHS program performance data to the public in SAMHSA’s annual Congressional Budget Justification.

CMHS Programmatic Progress Reports (PPRs)

CMHS grant recipients must periodically review their performance data to assess their progress and use this information to improve the management of the project. The project performance assessment allows recipients to determine whether their goals, objectives, and outcomes are being achieved and if changes need to be made to the project. Grantees are expected to report this information in the Programmatic Progress Report (PPR). (See the Notice of Funding Opportunity (NOFO) for a description of reporting requirements and timelines.) Recipients are also expected to collect data to evaluate whether the disparities identified in the grant’s Disparity Impact Statement (DIS) are being effectively addressed, unless specified otherwise in the NOFO.

CMHS National Outcome Measures (NOMs) Client-Level Services Tool

CMHS grants that provide mental health and related services to clients collect NOMs data by interviewing clients and reporting on their behavioral health diagnosis, demographics, functioning, employment, education, housing, and measures specific to the grant program. The NOMs tool is administered to clients at baseline, reassessment, and discharge. See the Notice of Funding Opportunity (NOFO) for a description of reporting requirements and timelines.

CMHS Infrastructure Development, Prevention, and Mental Health Promotion (IPP) Indicators

CMHS grants with the goal of improving the infrastructure of mental health prevention, services, and promotion collect quantitative data on each IPP indicator assigned in the NOFO or Notice of Award (NOA). IPP data are reported quarterly and include a short narrative description of the achieved results.
