The Evaluation of SAMHSA's Technology Transfer Center Program is a cross-site evaluation project designed to determine the extent to which SAMHSA's revised technology transfer center (TTC) approach is effective in ""broadly disseminating evidence-based practices to best equip the healthcare workforce with the skills needed to address substance abuse prevention and the treatment of mental and substance use disorders"" (FOA, p.6). The applicants, Prevention Insights at the Indiana University School of Public Health - Bloomington and the American Institutes for Research (AIR), will conduct a data-driven, multi-modal evaluation of the extant TTC program. The current TTC model consists of 39 distinct TTCs across treatment, prevention, and mental health domains, and all 39 will be included in the overall assessment plan. To complete the proposed work, the evaluation plan will work toward five goals composed of 14 objectives. The applicant team will: (Goal 1) identify and document the design of the TTC grantees' dissemination plans and the technology transfer methods (Obj. 1a); identify and assess the strength of EBPs disseminated by each TTC grantee using material from SAMHSA's EBP Resource Center and other federal agencies, along with current research literature (Obj. 1b); compare the needs identified by the TTC grantees with the objectives of their dissemination plans (Obj. 1c); identify and assess the appropriateness of the strategies employed by each TTC grantee to communicate with agencies and disseminate EBPs throughout their network (Obj. 1d); and assess the communication networks in each region for information distribution and feedback features, as well as inter-network coordination among TTC regions (Obj. 1e); (Goal 2) identify the number and proportion of agencies, by specialization, that received TTC training or services within each regional network (Obj. 2a); and use GIS mapping to assess the geographical distribution of TTC training and services received by agencies within each regional network (Obj. 2b); (Goal 3) assess the degree to which the regional TTCs' trainings and services were delivered with fidelity (Obj. 3a); and review the reported GPRA data to assess the extent to which trainees/recipients were satisfied with the trainings/services received (Obj. 3b); (Goal 4) review reported GPRA data to assess agencies' intent to change practice based on the TTC trainings/services received (Obj. 4a); assess changes in agencies' practices after receiving the TTC trainings/services (Obj. 4b); and compare the assessed quality of the TTC trainings/services with changes in agencies' practices (Obj. 4c); and (Goal 5) identify and assess gaps in the TTC models and make recommendations on bridging these gaps (Obj. 5a); and identify and report possible barriers to achieving effective dissemination of EBPs through the TTC model (Obj. 5b). The combined expertise, capacity, and networks of the applicant agencies will ensure that each element of the national TTC program evaluation is implemented in a timely, professional, and rigorous manner.
