The Ohio Consumer Empowerment and Capacity-Building Project is designed to address the needs of consumers and Consumer-Operated Services (COS). It will improve effectiveness of services and readiness of peers to undertake Ohio's recent and upcoming health care changes, build capacity and sustainability through infrastructure development, raise COS quality standards, and thus will unify and strengthen the consumer voice and movement in Ohio. The goals of the project are to (1) employ the strengths of COSs to develop a unified voice that supports the promotion of service systems capacity and recovery-focused, resiliency-oriented local and statewide infrastructure development; (2) implement quality improvement and assessment tools in order to raise the standards o COSs and improve their effectiveness in promoting health and improving outcomes; and (3) prepare consumers for health care transformation in Ohio as it pertains to Medicaid, Health Homes, and consolidation of mental health and addictions services. Special attention will be paid to individuals 18-64 years of age living with severe and persistent mental illness who are eligible for but not enrolled in Medicaid and other health services, low income individuals, and those with co-occurring disorders. This project will fully utilize the unique and valuable engagement capacity of COSs across the state to improve enrollment in health care coverage and access to treatment for these individuals. The project will also provide technical assistance to the COSs to ensure they have the tools they need to thrive in Ohio's changing health care environment.

The Georgia Mental Health Consumer Network (GMHCN) will develop and enhance the Certified Peer Specialist (CPS) workforce in Georgia by certifying CPSs with a specialty credential using the Whole Health Action Management (WHAM) training. This specialty credential will be "Whole Health Wellness Coach," a credential that is certified by the State of Georgia. Additionally, Peer Support Whole Health and Wellness has recently become a Georgia Medicaid reimbursable service and the Whole Health Wellness Coach credential is what makes CPSs eligible to provide this service. CPSs will use whole health wellness principles in peer support groups, peer centers, behavioral health centers, hospitals, communities and veterans' programs to support and assist other peers with developing skills to better self-manage chronic physical health conditions, mental illnesses and addictions to achieve whole health. Georgia has over 800 CPSs who would be eligible to receive this certification. GMHCN will partner with GDBHDD to conduct three WHAM trainings for CPSs across the state during each of the three grant years. This would afford approximately 360 CPSs the opportunity to receive the Whole Health Wellness Coach certification over the three year grant period. Additionally, GMHCN will provide technical assistance to the credentialed CPSs, agency providers and GDBHDD by conference calls/webinars. These calls/webinars will provide a forum for CPSs, providers and GDBHDD to discuss opportunities and challenges to the implementation of Peer Support Whole Health and Wellness Services. The main goal and name of this project is Infusing the Consumer Voice in Behavioral Health Integration to ensure that consumer voice and advocacy are heard and integrated and that peer-operated services are sustained as Maryland currently is merging state mental health and substance use administrations into one state Behavioral Health Administration as well as implementing new service delivery systems and funding mechanisms. The project will expand opportunities for involving adult and young adult mental health consumers in mental health and behavioral health systems planning and related public policy advocacy. In addition, OOOMD will infuse trauma-informed care into peer support programs via Learning Community style training activities and Culturally and Linguistically Appropriate Service (CLAS) Standards via the continuation of a statewide cultural competency assessment to strengthen Maryland's Statewide Consumer Network. We will develop stronger consumer organizations through business development training via specialized workshops and provide ongoing support and hands-on technical assistance via skilled staff and consultants. The Family Cafe Statewide Family Network program will develop and enhance the capacity of families, organizations and other stakeholders to transform the system of care for children and youth with severe emotional disturbance and their families, ultimately resulting in mental health services that are not only effective, but also family-driven and youth-guided. It will serve children and youth with mental health needs in Florida, as well as their families and caregivers.
