“The Olmstead Supreme Court decision affirmed that people who have disabilities – including behavioral health disabilities – have a right to live in the community, beyond the walls of institutions,” said Miriam E. Delphin-Rittmon, Assistant Secretary for Mental Health and Substance Use and the leader of the Substance Abuse and Mental Health Services Administration (SAMHSA). “The concept of community living is a central tenet of SAMHSA’s vision and mission, and we will continue to strengthen states’ efforts to develop comprehensive, community-based systems of care aligned with the Olmstead decision’s vision and guidance.”
