The U.S. Constitution establishes a trust relationship between the U.S. government and federally recognized American Indian and Alaska Native (AI/AN) tribes; this relationship has been further supported and defined in treaties, laws, decisions of the Supreme Court, and executive orders.

As part of this relationship, the IHS holds primary responsibility for providing health services to AI/AN people on behalf of the U.S. government. The IHS has established and maintains a health care service system for AI/AN people. This system includes services in the areas of community health, health promotion, and behavioral health.
