The Department of Homeland Security and U.S. Fire Administration developed this manual in an effort to provide pandemic influenza best practices, models, and protocols for emergency responders.

The guide includes topics that discuss protection of first responder workforces and their families; adjustment of operations to maintain readiness and response; emergency service telecommunications; staff planning tools; and general information on the continuity of operations during an influenza pandemic, how to plan for a pandemic, and the potential impacts of a pandemic.
