CCBHC Monthly State Meetings
Open to federal and state officials, and state consultants or contractors supporting state Certified Community Behavioral Health Clinic (CCBHC) efforts, these monthly meetings facilitate an exchange of information and learning between states. Presented in collaboration with SAMHSA, this session will provide guidance on quality measurement data collection and special considerations for calendar year 2025 and 2026.

This session will focus on key Veterans partners, their role in coordination and alignment with CCBHC, and the role of the state in leading or facilitating patronships to support CCBHCs in their state.

This session will include an overview of CCBHC requirements for serving the lifespan with emphasis on early childhood and older adults. The session will provide practical examples and strategies for states to expand access to quality care for these age groups, including specific customizations for staffing, evidence-based practices, services and engagement.

This session will focus on state and clinic examples across implementation phases to highlight initial, short-term, and long-term approaches to building comprehensive care in rural areas through CCBHC.

SAMHSA and the CCBHC S-TAC team will host an in-person CCBHC Annual State Meeting on August 5-6, 2026, at the SAMHSA headquarters in Rockville, MD. This meeting is open to all 50 states and the District of Columbia, including states in all phases of CCBHC planning and implementation. The purpose of the CCBHC Annual State Meeting is to provide states with the opportunity to engage in mutual learning and build upon their CCBHC knowledge and experience. This will be accomplished through peer-to-peer sharing with other states as well as meeting with Federal officials and CCBHC Subject Matter Experts. This meeting is designed for state officials, or designated representatives of the state, and is not open to associations or providers.

This session will provide an overview of CCBHC sustainability options available to states, including State Plan Amendment (SPA) options and managed care directed payments. The session will cover considerations for why a state may choose one option over another.

This interactive session will focus on gathering input from states on their technical assistance needs for the upcoming year. The session will capture insights and priorities for state training needs related to CCBHC planning, implementation, and continued strategic improvement.
Learning Collaboratives
Learning Collaboratives support the need to learn from other state successes by prioritizing peer-to-peer learning, open discussion and idea sharing by participants and experts. They typically consist of four to six monthly sessions focused on a Certified Community Behavioral Health Clinic (CCBHC)-related topic. This learning collaborative will run from March to September 2026, with applications launching in February.
The Optimizing Data for Strategic Data-Driven Improvements learning collaborative will focus on optimizing CCBHC data collection, systems, and analysis for communicating CCBHC outcomes at the state level, crafting messages with that data for various audiences, and using data for strategic decision-making and improvements. The learning collaborative will entail 4 dedicated learning sessions and distinct opening and closing sessions to leave ample time for cohort development and reflection. Between learning sessions, state teams will be encouraged to sign-up for one or more individual consultation sessions with faculty to address questions about their action planning, thought partner on action plan development and ensure plans are specific, timely and feasible for implementation following completion of the learning community.

Conducted in partnership with the CCBHC-E National Training and Technical Assistance Center and Policy Research Associates, this learning collaborative will explore opportunities for states and clinics to fully integrate recovery housing supports into CCBHC to reduce homelessness and support long-term individual recovery.

The CCBHC Child-, Youth- and Family-Focused Learning Collaborative (March-July 2025), operated by the CCBHC-E National Training and Technical Assistance Center and the CCBHC State Technical Assistance Center (S-TAC), in partnership with the University of Connecticut’s Innovation Institute and the National Association of State Mental Health Program Directors, featured national experts, state representatives and CCBHC clinics from across the country to focus on strong design and implementation approaches.

This learning collaborative (May-June 2024) provided states with structured support as they learned about, planned for, and deepened their methods for improving alignment of CCBHCs within their states’ crisis response systems. It included expert didactic presentations, peer learning, open discussion, and idea sharing from participants and faculty, supporting states in identifying and mapping specific plans to build and align their CCBHC and crisis response system efforts.
A resource summarizing key takeaways and lessons learned is available to state officials upon request.
From March-June 2024, this learning collaborative focused on increasing state teams’ knowledge of how to remove barriers and increase access to outpatient substance use care and how to integrate substance use care with mental health and other services to achieve person-centered and high-quality care within CCBHCs.

This two-part series focused specifically on rapid access to medications for opioid use disorder (MOUDs), including methadone and buprenorphine. It highlighted examples of how required opioid treatment program partnerships can manifest (designated collaborating organizations, mobile vans, embedded staff etc.). These sessions also focused on areas of state discretion within the CCBHC model, where states have the ability to advance MOUD services based on their unique needs.

Topic-specific sessions allow participants to ask questions of facilitators and other states, fostering knowledge sharing and peer-to-peer learning. This roundtable will begin with a state example of innovative state roles in supporting designated collaborating organization (DCO) arrangements for Certified Community Behavioral Health Clinics (CCBHC). It will transition to an open discussion on state needs, barriers and opportunities to better leverage DCOs.
Time: 1-2:30 p.m. EST
This roundtable will begin with a brief grounding presentation in state strategies for building the peer workforce within the context of the CCBHC model. It will then transition to a discussion to draw out strategies, opportunities, and barriers states experience in optimizing the use of peers within CCBHCs.

This office hours will provide discussion space for states to explore additional questions rising from the 3-part Monthly State Meeting budget series. It will be co-facilitated by presenters from that series.
This roundtable will provide state examples of innovations in how states have implemented housing services in CCBHCs. It will then transition to a discussion on the opportunities, barriers and strategies to provide housing support within the CCBHC model.
This roundtable will begin with a state example of innovations in providing whole-person supports to children with autism and co-occurring behavioral health needs. It will then transition to a discussion on the opportunities, barriers and strategies to support these children within the CCBHC model.
These office hours will provide discussion space for states to explore additional questions arising from the Workforce Resource Webinar and further explore state strategies identified in the resource. The session will be facilitated by the resource’s authors.

Expand All | Collapse AllIn November and December 2024, the Certified Community Behavioral Health Clinic (CCBHC) State Technical Assistance Center (S-TAC) hosted a three-part Office Hours series to provide states with structured support as they build or refine their quality measurement (QM) programs and implement the new QM specifications and reporting timelines. The series focused on state examples and lessons learned from establishing a data collection and reporting program for the CCBHC quality measures. By the end of the series, states had received the steps needs to build a QM program, concrete state examples of building these programs and new connections with other states to support further peer engagement.

A follow-up to a 2024 SAMHSA-hosted technical assistance (TA) that provided grounding in individual placement and support and supported employment for five states (Kansas, Mississippi, New York, Oklahoma and Rhode Island), this four-part series of open discussions and tailored TA supported states with developing and implementing state action plans for supported employment services within the Certified Community Behavioral Health Clinic (CCBHC) model and/or Medicaid in general.
