CCBHC Monthly State Meetings
Open to federal and state officials, and state consultants or contractors supporting state Certified Community Behavioral Health Clinic (CCBHC) efforts, these monthly meetings facilitate an exchange of information and learning between states. Designated Collaborating Organizations (DCOs) offer an often untapped opportunity for CCBHCs to expand their service continuum by engaging existing community partners in delivery of the CCBHC model. This session will highlight considerations for the state audience in encouraging DCO relationships, types of DCOs, and examples from states using DCO partnerships to enhance their CCBHCs’ offerings.

Sustainability of the CCBHC model is crucial for its ongoing growth. This session will highlight how states can achieve sustainability of the model through various Medicaid options including a state plan amendment (SPA).

This session will highlight opportunities for states to elevate peers in the CCBHC workforce.

This session will highlight how CCBHCs can support people with substance use challenges within CCBHC. The discussion will include concepts such as medication-assisted treatment, prevention, and integrating substance use disorder within mental health services.

This meeting is a part of the S-TAC needs assessment process and will evaluate the feedback from state technical assistance (TA) participants, informing TA efforts for the next year of the S-TAC project (September 2025).
Learning Collaboratives
Learning Collaboratives support the need to learn from other state successes by prioritizing peer-to-peer learning, open discussion and idea sharing by participants and experts. They typically consist of four to six monthly sessions focused on a Certified Community Behavioral Health Clinic (CCBHC)-related topic.
This learning collaborative will run from March to August 2025.
The Certified Community Behavioral Health Clinic (CCBHC) Child-, Youth- and Family-Focused Learning Collaborative is a monthly peer-learning opportunity to support increased access to and improved services offered by CCBHCs as they meet the needs of children, youth and families. Operated by the CCBHC-E National Training and Technical Assistance Center and the CCBHC State Technical Assistance Center (S-TAC), in partnership with the University of Connecticut’s Innovation Institute and the National Association of State Mental Health Program Directors, the learning collaborative will feature national experts, state representatives and CCBHC clinics from across the country and focus on strong design and implementation approaches.

This learning collaborative, which began in January 2025, provides new Planning Grant states with structured support as they learn about and plan for the Certified Community Behavioral Health Clinic (CCBHC) Demonstration. This closed-cohort learning collaborative is designed for state-level agency participation and prioritizes expert didactic presentations, peer learning, open discussion, and idea sharing from participants and subject matter experts, supporting states in identifying a vision and mapping specific plans as they work towards applying for the Demonstration program.
This learning collaborative (May-June 2024) provided states with structured support as they learned about, planned for, and deepened their methods for improving alignment of Certified Community Behavioral Health Clinics (CCBHCs) within their states’ crisis response systems. It included expert didactic presentations, peer learning, open discussion, and idea sharing from participants and faculty, supporting states in identifying and mapping specific plans to build and align their CCBHC and crisis response system efforts.

From March-June 2024, this learning collaborative focused on increasing state teams’ knowledge of how to remove barriers and increase access to outpatient substance use care and how to integrate substance use care with mental health and other services to achieve person-centered and high-quality care within Certified Community Behavioral Health Clinics (CCBHCs).

This webinar will provide a grounding in Certified Community Behavioral Health Clinics’ (CCBHC) financial model, including cost reporting allowances and requirements, prospective payment system (PPS) development and approval, and the quality bonus program.

This two-part series will focus specifically on rapid access to medications for opioid use disorder (MOUDs), including methadone and buprenorphine. It will highlight examples of how required opioid treatment program partnerships can manifest (designated collaborating organizations, mobile vans, embedded staff etc.). These sessions will also focus on areas of state discretion within the Certified Community Behavioral Health Clinic (CCBHC) model, where states have the ability to advance MOUD services based on their unique needs.

Office Hours
Office Hours are virtual drop-in spaces facilitated by subject matter experts. In November and December 2024, the Certified Community Behavioral Health Clinic (CCBHC) State Technical Assistance Center (S-TAC) hosted a three-part Office Hours series to provide states with structured support as they build or refine their quality measurement (QM) programs and implement the new QM specifications and reporting timelines. The series focused on state examples and lessons learned from establishing a data collection and reporting program for the CCBHC quality measures. By the end of the series, states had received the steps needs to build a QM program, concrete state examples of building these programs and new connections with other states to support further peer engagement.

A follow-up to a 2024 SAMHSA-hosted technical assistance (TA) that provided grounding in individual placement and support and supported employment for five states (Kansas, Mississippi, New York, Oklahoma and Rhode Island), this four-part series of open discussions and tailored TA will support states with developing and implementing state action plans for supported employment services within the Certified Community Behavioral Health Clinic (CCBHC) model and/or Medicaid in general.
